    Primer: Government of Ontario Information & Information Technology (I&IT) Solutions Consulting Services Vendor of Record

    The Government of Ontario, Ministry of Government and Consumer Services (MGCS) purchases IT Professional Services through Vendor of Record (VOR) Arrangements. These VORs are similar to Supply Arrangements and are used by all Government of Ontario ministries and other entities to procure a range of IT Professional Services.

    Ontario Information & Information Technology (I&IT) Solutions Consulting Services Vendor of Record (VOR): Qualify for opportunities to provide IT Professional Services in the form of an end-to-end, fixed-price solution to Ontario ministries and entities (Closed)

    This VOR is mandatory for Ontario Government ministries and for Ontario Public Service (OPS) entities who wish to obtain I&IT Solutions Consulting services. It is optional for Provincially Funded Organizations (PFOs), formerly referred to as the Broader Public Sector (BPS). PFOs include but are not limited to municipalities, hospitals, and school boards.

    As described in the RFP, vendors will be required to provide the following services:

    • Support the needs of clients who require vendors to deliver on I&IT projects, from inception to completion
    • Provide and manage a project team to provide I&IT consulting services on projects
    • Be responsible for providing and managing its own resources assigned to the project
    • Manage and provide technical expertise required for the development of client projects. All projects will have specific deliverables/milestones which will be priced on a fixed-price basis. Once the project is completed, the project team is dismantled.

    The 2019 I&IT Solutions VOR Arrangement will be available for use by clients for projects undertaken in any one or any combination of the five (5) service categories:

    1. Business Analysis & Planning
    2. Architecture
    3. Solutions Development
    4. Testing & Quality Assurance (QA)
    5. Systems Integration/Deployment & Operations

    The I&IT Solutions Consulting Services Request for Bid (RFB) consists of two streams:

    • Stream A (Projects valued at under $5,000,000)
    • Stream B (Projects valued at $5,000,000 and OVER)

    To qualify for the I&IT Solutions Consulting Services VOR you must respond to and comply with the I&IT Solutions Consulting Services RFB # OSS 9951. The solicitation can be found at http://ontario.ca/tenders.

    Highlights of the Ontario I&IT Solutions Consulting Services VOR RFB

    The I&IT Solutions Consulting Services VOR was published on October 12, 2018 and closed on November 20, 2018. Subsequent refreshes to the Request for Bid (RFB) will be issued on or about an annual basis.

    Key Requirements for New Vendors

    In addition to completing and signing the Form of Offer along with other mandatory requirements, vendors must provide detailed responses to the following key criteria:

    • Resource Plan: The resource plan addresses 13 questions about the vendor’s resource management processes and policies. Answers are rated. To pass, vendors must score a minimum of 60%.
    • Project Profile/References: Bidders must complete two Project Profile/Reference Forms for Stream A, and three Project Profile/Reference Forms for Stream B. Projects must have been completed between November 1, 2013 and October 5, 2018.

    To qualify for the VOR, vendors are evaluated on a technical basis according to the above requirements. At Stage 2, when a vendor responds to a Request for Services (RFS) in response to a specific client need, vendors will be evaluated using a best value (technical and financial) scoring methodology.
