    Primer: PWGSC Events Planning and Management Services Supply Arrangement

    The Government of Canada purchases professional services primarily through contract vehicles such as standing offers (SO) and supply arrangements (SA). In some cases, the use of a standing offer or supply arrangement is mandatory.

    Events Planning and Management Services SA: Qualify for contracts for the Planning and Management of Events [Closed]

    The Events Planning and Management Services SA covers a full range of events management services up to $2,000,000. Events may include, but are not limited to: meetings, hearings, conferences, workshops, summits, consultations, round tables, award ceremonies, galas and opening ceremonies on an “as and when requested” basis.

    Services may include, but are not limited to:

    • General Pre-Event Planning
    • Specific Pre-Event Planning
    • Transportation
    • Accommodations
    • Venue and Related Services
    • On-Site Event Coordination Services
    • Contractor Travel
    • Financial Management
    • Risk Management
    • Post-Conference Reporting and Debriefing

    These services will be provided across Canada to Identified Users, including:

    • Government Departments, Agencies and Crown Corporations
    • Communication Procurement Directorate (CPD) on behalf of any government commission or board of inquiry, hearings or investigative inquiry, or similar entity
    • CPD on behalf of any other Identified Users added by amendment, such as Provinces and Territorial Governments

    Individual contracts awarded under the Supply Arrangement cannot exceed $2,000,000.00 (including applicable taxes). Identified Users may use the Supply Arrangement for requirements valued at $0.00 to $400,000.00 (including applicable taxes). Requirements valued above $400,000.00 and up to $2,000,000.00 (including applicable taxes) will be procured and managed by the Communication Procurement Directorate. To qualify for Event Planning and Management Services, you must respond to and comply with the Events Planning and Management Services Supply Arrangement.

    Highlights of the Events Planning and Management Request for Supply Arrangement

    The Events Planning and Management Services Supply Arrangement was posted on June 24, 2019, and closed July 23, 2019.

    The period for awarding contracts under a supply arrangement is from issuance to August 31, 2020. If an SA is authorized for use beyond the initial period, it may be extended for up to four additional one-year periods. A notice will be posted once a year on buyandsell.gc.ca to allow new suppliers to become qualified. Existing qualified suppliers, who have been issued a supply arrangement, will not be required to submit a new arrangement.

    Suppliers must be capable of providing services in both official languages, Canadian English and Canadian French.

    Key Requirements

    • Specialization for a minimum of three years in the provision of event management services
    • Registered Canadian business
    • Three event management projects
      Note: Projects submitted where the work was performed by one or more of the supplier’s resources on behalf of another supplier will not be accepted.
    • Each of the proposed events must demonstrate the following
      • Event Start Date must have been after October 1, 2013
      • Event location within North America or international
      • Your firm’s assigned portion of the overall budget must have been at least $25,000, excluding  taxes
      • Minimum of 50 participants with varied profiles
      • One or more of the firm’s resources on-site for three days or more
      • Provision of all of the following event management services: accommodations coordination, registration/accreditation, hospitality coordination, and transportation/logistical planning/reservations
    • Company-wide environmental mission statement, including environmental measures undertaken in office operations, and including plans for energy sourcing, materials/equipment sourcing and for reducing the carbon footprint (minimization of travel, use of green hotels, etc.)

    There is no security requirement associated with this RFSA.
