Changes to Professional Services Supply Arrangement Tier 1/Tier 2 Thresholds
Treasury Board amended their Contracting Policy in 2019 to increase some of the contract value thresholds for goods, services and other procurement commodities. These changes affect several professional services supply arrangements (SA) including:
- Solutions-Based Informatics Professional Services (SBIPS) SA
- Task-Based Informatics Professional Services (TBIPS) SA
- Solutions-Based Non-IT Professional Services (TSPS Solutions-Based) SA
- Task-Based Non-IT Professional Services (TSPS Task-Based) SA
- Learning Services SA
The changes include:
- The upper value for Tier 1 services contracts has changed from $2,000,000 to $3,750,000.00
- Tier 2 now covers services contracts valued at over $3,750,000
Additionally, through a separate TBS directive, the threshold for sole-source bids for all services and construction contracts has been changed from $25,000 to $40,000.
The upper value for ProServices contracts reflects the CFTKA threshold (formerly NAFTA threshold). The CFTKA threshold is $100,000 until December 31, 2021.
