The Government of Ontario, Ministry of Government Services (MGS) has released the third refresh of the Management Consulting Services Vendor of Record (VOR) Request for Proposal (RFP). This VOR is similar to a Supply Arrangement, and is used by all Government of Ontario Ministries and other entities to procure a range of management consulting services related to the following streams:
- Business Metrics & Performance Management Services
- Business Process Assessment & Integration Services
- Organizational Effectiveness Services
- Procurement Services
- Program Management Services
- Project Management Services
- Strategic Management & Planning Services
As stated in the RFP:
“Management Consulting Services offered through the Management Consulting Services VOR resulting from this RFP process may relate to developing and implementing transformation strategies by analysing existing business problems, aligning strategy and priorities to business objectives and developing plans for improvement.”
Although the government has identified 7 service categories, the VOR is more closely defined by the roles. To bid on the VOR you will demonstrate experience in each role you propose, and once you have demonstrated the role successfully, you will be able to access any opportunities for that role within any of the service categories. The roles include:
- Business Continuity Planning/Disaster Recovery Planning (BCP/DRP) Specialist
- Business Risk Management Specialist
- Business Transformation Specialist
- General Consultant
- Fairness Commissioner
- Financial Analyst
- Organizational Effectiveness Specialist
- Procurement Specialist
- Project Analyst/Coordinator
- Project Manager/Lead
- Project Management Advisor/Consultant/Specialist
- Research Analyst
- Strategic Advisor
There are two key criteria that bidders must meet to consider bidding on this RFP:
- Resources Plan
The resources plan consist of 10 questions about your resource management processes and policies. This is rated and you must score a minimum of 60% to pass.
- Project Profile/References
You must provide two project profiles for each role you propose. The project profiles must demonstrate that the project experience is related to the role. Projects must have been completed between January 2008 and the bid closing date. It is very important to note that the completed forms need to be reviewed and signed off by your client, and then sent back to you for inclusion in the proposal, so allow enough time for this to happen. The profile forms will be evaluated and a minimum score of 70% is required to pass.
There is no financial component to the evaluation at this time. After you are on the VOR, rates will be provided and evaluated in response to specific projects/opportunities.
Please also note that the deadline for questions to this RFP is coming up fast – Friday April 26, 2013 @ 4:00 P.M. Toronto Time. The bid is due at 11:00 a.m. on May 17, 2013.
