    Help Shape the Government of Canada’s Methods of Supply for Professional Services

    Public Services and Procurement Canada (PSPC) has issued a Request for Information (RFI) inviting interested businesses to provide feedback to help shape and modernize the online tools used to procure the majority of Government of Canada IT and Non-IT professional services. As part of the Professional Services Modernization Initiative, PSPC is reviewing the following supply arrangements (SAs):

    • ProServices
    • Task and Solutions Based Professional Services (TSPS)
    • Learning Services
    • Professional Audit Support Services (PASS)

    The review will look at qualification requirements and processes to maximize efficiency; and will consider current and future trends and priorities, with a view to updating the streams and categories in these supply arrangements.

    Take the Survey

    PSPC has prepared a survey to gather feedback from the vendor community, addressing specifically the Tier structure and the related Qualification Criteria.

    Survey respondents can include but are not limited to those who:

    • have done business with the Government of Canada or currently hold a valid supply arrangement
    • have not been successful when bidding on Government Requests for Supply Arrangements
    • are interested in doing business with the Government of Canada
    • self-identify as belonging to any of the Government of Canada’s under-represented business communities

    Survey Questions

    The survey questions are intended to ensure that responses are a representative sample of the broader business population in Canada.

    Key questions include:

    • Which Roles or Categories do you believe are missing or you would like to see included in your professional services Method(s) of Supply?
    • Within the professional services Method(s) of Supply you have experience with, do you believe any of the following qualification criteria should be adjusted?
      (e.g., Financial certification, Project summaries, Years in business, References…)
    • What of the Government of Canada’s approach to qualification (RFSA) and procurement (RFP, etc.) process for professional services is working well and / or what can be improved?
      (This is a chance to discuss your experience with CPSS and Ariba, as well as thresholds and other issues specific to one of the Methods of Supply.)

    Survey respondents can provide detailed responses to any of these questions.

    Respondents are also asked to indicate whether they are interested in participating in a virtual validation workshop to be held later in the fall. A sample of those indicating interest will be selected to participate.

    Survey Deadline

    Survey responses must be submitted by November 5, 2020.
