[ARCHIVED] Updates on the Learning Services Standing Offer and Supply Arrangement

The Learning Services Supply Arrangement has been in a perpetual refresh state since October 2012, meaning that suppliers have been able to submit a bid at any time during that period (evaluated quarterly) to become SA holders. The closing date for this refresh has been set as January 3, 2014 giving suppliers one more opportunity to become Supply Arrangement holders before the vehicle is renewed.
No date has been set for the renewal solicitation; however, the term of existing supply arrangements (as well as any new supply arrangements awarded to bidders as part of the current solicitation) have been extended to November 28, 2014, suggesting that the renewal process will completed late fall 2014.
The renewal solicitation is expected to include the Learning Services Standing Offer which hasn’t been open for competition since the spring of 2012.
All vendors, including those already holding a standing offer and/or supply arrangement will need to submit a response to the new solicitation. It is unknown at this time if existing suppliers will be required to submit any technical information, or if the process will be similar to the TBIPS and TSPS renewals where existing suppliers had only to submit certifications and some relatively minor additional information in order to maintain their qualifications.
