    [ARCHIVED] Notice of Proposed Procurement: Upcoming Consultations on Establishing a Method of Supply for SaaS Requirements

    With the ongoing shift towards delivering IT services and solutions through cloud computing, the Government of Canada (GC) is actively adopting this technology to support the delivery of programs and services to Canadians.

    Public Services and Procurement Canada (PSPC) intends to establish a method of supply for software-as-a-service (SaaS) requirements, the GC Cloud Services Procurement Vehicle. The vehicle will provide methods of supply to satisfy both classified and unclassified cloud requirements for the Government of Canada and public sector entities, including provincial, territorial, and municipal governments.

    As the first phase of the procurement process, on Sept 7, 2018, Shared Services Canada (SSC) published an Invitation to Qualify (ITQ). It invites suppliers to pre-qualify to become Qualified Respondents for any later phases of the procurement process. Only Qualified Respondents will be permitted to bid on any subsequent solicitation issued as part of the procurement process. The ITQ closes Oct 11, 2018 for Stream 1 and Oct 25, 2018 for Stream 2.

    In parallel with the first phase, PSPC will conduct a consultation and engagement process to seek industry feedback on proposed design and requirements to procure SaaS services and solutions, and to determine how best to streamline and simplify contracting for future SaaS solicitation processes.

    To formally kick-start the consultation and engagement process, PSPC will publish a Request for Information (RFI). The RFI process will lay the foundation for the second phase, a solicitation process for the SaaS method of supply.
