    [ARCHIVED] Ontario MGS Task-Based Information & Information Technology Services VOR Renewal RFP expected to be posted in March 2014

    On November 19, 2013 the Ontario Ministry of Government Services held information sessions to inform vendors of the upcoming Vendor of Record (VOR) renewals.  We have already covered some of the highlights of the session  and MGS has published the presentation slides. In this post we look in more depth about what to expect with the Task-Based Information & Information Technology (I&IT) Services VOR Renewal.

    Background

    MGS states that the Task-Based I&IT Services VOR is set-up

    “To provide qualified Personnel to complete short-term, task-based I&IT Assignments. These Assignments are related to a particular activity or initiative and will address a specific I&IT requirement that typically has a specified set of responsibilities.”

    Use of the Task-Based I&IT Services VOR is mandatory for Ontario Public Sector ministries for contracts for services covered by the VOR.  Use is optional for Provincially Funded Organizations (PFO), formerly the Broader Public Sector (BPS).

    Anticipated Timeline:

    • RFP Release Date: Early March 2014
    • Question and Answer Period: Unknown
    • Due Date: Unknown
    • New VOR in place: September 30, 2014
    • Term of VOR: September 30, 2014 to September 30, 2017, no option years
    • An annual refresh will be available for new companies to qualify for the VOR and for existing vendors to add new categories/roles.

    Key RFP Requirements for Existing Vendors

    Existing Vendors who do not wish to add new service categories/roles will be able to “attest” to their qualifications.  Attestation in the past has involved completing and signing an attestation form which certifies that you currently hold the service categories/roles to which you are attesting and that you continue to have the capability to meet the requirements for those categories/roles.

    Existing Vendors who wish to add new service categories/roles would attest to those categories/roles which they currently hold while providing the required project references for the additional categories/roles. These vendors would not need to re-submit the resource plan.

    In addition to attesting to their qualifications, existing vendors will also need to complete several other mandatory requirements/forms such as the Form of Offer.  All vendors need to submit pricing for each level of each proposed role (by applicable service category).

    Key RFP Requirements for New Vendors

    New Vendors will be required to complete the full RFP response which includes:

    • Complete and Sign (as applicable) the Mandatory Requirements/Forms such as the Form of Offer
    • Submit a Resource Plan in response to the Business Experience & Expertise rated requirements
    • Submit project references in response to the Technical Experience & Expertise rated requirements for each role/category being sought
    • Submit pricing for each level of each proposed role (by applicable service category)

    The Resource Plan and the project reference requirements will be substantially the same as the requirements in the previous VOR.

    Changes to Categories and Roles

    We will post a full summary of the Task-Based I&IT Services VOR shortly after the RFP is released which will include the full list of services categories and roles. At this time MGS has indicated that there will be changes, with some roles and/or categories being dropped and others being added, resulting in a similar number of categories and roles as what currently exists (8 categories, 33 roles).

    Other related Vendor of Record Arrangements

    There are several other related VOR Arrangements which you may want to consider:

    • Management Consulting Services VOR which is anticipated to be posted November 29, 2013
    • Solutions-Based I&IT Services VOR which is anticipated to be posted in June 2014.  Note that this is expected to combine the current Solutions-Based I&IT Services VOR which covers large projects (>$5 Million) and the Systems Development Lifecycle I&IT Services VOR which covers projects under $5 Million.
