    Primer: PWGSC Communication Marketing Management Supply Arrangement

    The Government of Canada purchases professional services primarily through contract vehicles such as standing offers (SO) and supply arrangements (SA). In some cases, the use of a standing offer or supply arrangement is mandatory.

    Communication Marketing Management Supply Arrangement (SA): Qualify for Communication Marketing Management Professional Services Contracts over $25,000 and under $2,000,000 across Canada [CLOSED]
    Contracts awarded under the Communication Marketing Management Supply Arrangement cannot be under $25,000, and must not exceed $2,000,000, including applicable taxes. For requirements valued at more than $2,000,000 including taxes, a Request for Proposal will be posted on buyandsell.gc.ca.

    Types of Services to be Purchased under Communication Marketing Management

    The Communication Marketing Management SA covers a full range of marketing strategy services, including the marketing of programs, goods and services, recruitment marketing, social marketing, engagement marketing and experiential marketing on an as and when requested basis.

    To qualify to supply Communication Marketing Management services, you must respond to and comply with the Communication Marketing Management Request for Supply Arrangement (RFSA).

    Highlights of the Communication Marketing Management RFSA
    Communication Marketing Management was posted on November 8, 2018 and closed December 7, 2018. The period for awarding contracts under this Supply Arrangement (SA) is from date of issue to December 31, 2020. If an SA is authorized for use beyond the initial period, it may be extended for up to three additional one-year periods. A notice will be posted once a year on buyandsell.gc.ca to allow new suppliers to become qualified.  Existing qualified suppliers who have been issued an SA will not be required to submit a new arrangement.

    Key Requirements

    • Specialization for a minimum of three years in the provision of marketing services
    • Registered Canadian business
    • Three to Five Completed Marketing Projects:
      • Start Date must have been after September 1, 2013
      • The assigned budget to your firm must have been > $100,000 including all fees (e.g. professional fees, expenses, subcontracts, travel and living, any project-related revenues) but excluding taxes
      • Across the projects, a minimum of two of the following types of services must have been provided (all five to score maximum points):
        • Marketing of programs, goods or services
        • Social marketing
        • Engagement marketing
        • Experiential marketing
        • Recruitment marketing
      • At least one project should have involved partnership services
      • At least one project should have been for a municipal, provincial or federal client
      • ***YOU MUST PROVIDE A LETTER OF REFERENCE FOR EACH PROJECT FROM THE CLIENT INDICATING THEIR LEVEL OF SATISFACTION
    • An environmental mission statement should be provided that also includes plans for energy sourcing, materials/equipment sourcing, and transportation logistics

    There is no security requirement associated with this RFSA.
