    [ARCHIVED] Primer for Existing Vendors: Government of Ontario Management Consulting Services Vendor of Record – Due January 22, 2014

    The Government of Ontario, Ministry of Government Services (MGS) recently released the 2014 Management Consulting Services Vendor of Record (VOR) Request for Proposal. This replaces the 2011 Management Consulting Services VOR which expires June 14, 2014.

    Changes included in the 2014 VOR
    While much of the VOR is the same, the Government has added a new Service Category:

    • Organizational Transformation Services

    Three new roles have also been added:

    • Functional Classification Specialist
    • Organizational Transformation Capacity Consultant
    • Organizational Transformation Consultant

    Another difference between the 2011 VOR and the new 2014 VOR is that all roles can be used in all service categories. In other words, when you qualify in a role, you qualify to provide services in any of the service categories in that role.

    Attestation simplifies your VOR RFP response
    Existing vendors can participate in the attestation process to minimize the time, effort and paperwork involved in renewing your VOR.

    For existing vendors who wish to simply maintain their current qualification, the core of the response consists of completing the Form of Offer and the Attestation form. The Attestation form is a yes/no checklist where you indicate which categories you currently hold and which you wish to continue holding in the new VOR.

    For existing vendors who wish to qualify in additional roles (including the new roles above), you may use the attestation process as described above to maintain your current qualifications, while providing project profiles/references to qualify for the new roles.

    For each additional role proposed, you must provide two project profiles. The project profiles must demonstrate that the project experience is related to the role proposed. Projects must have been completed between June 1, 2009 and the bid closing date.

    Note that the client reference contact must review and sign off on the completed forms for each project profile, and then return the forms to the vendor for inclusion in the proposal. Remember to allow enough time for this to happen. The profile profiles are rated. To pass, vendors must score a minimum of 70%.

    Always review the RFP closely – there may be other requirements which must be included in your response.
