[ARCHIVED] Primer for New Vendors: Government of Ontario Management Consulting Services Vendor of Record – Due January 22, 2014

The Government of Ontario, Ministry of Government Services (MGS) recently released the 2014 Management Consulting Services Vendor of Record (VOR) Request for Proposal.
The Management Consulting Services VOR covers a range of management consulting services in the following service categories:
- Business Metrics, Performance Management and Process Improvement Services
- Business Process Assessment and Integration Services
- Effectiveness Services
- Organizational Transformation Services
- Procurement Services
- Program Management Services
- Project Management Services
- Strategic Management and Planning Services
This VOR is mandatory for Ontario Government ministries and for Ontario Public Service (OPS Entities) who wish to obtain professional services in the categories listed above and optional for Provincially Funded Organizations (which include but isn’t limited to municipalities, hospitals, school boards, etc.).
Vendors Must Qualify by Role
Vendors are qualified by role, and not by service category. A vendor must demonstrate experience for each role proposed. For each role demonstrated successfully, the vendor can bid on any opportunities for that role, within any of the service categories.
The roles include:
- Business Continuity Planning/Disaster Recovery Planning (BCP/DRP) Specialist
- Business Risk Management Specialist
- Business Transformation/Process Improvement Specialist
- General Consultant
- Fairness Commissioner
- Financial Analyst
- Functional Classification Specialist*
- Organizational Effectiveness Specialist
- Organizational Transformation Capacity Consultant*
- Organizational Transformation Consultant*
- Procurement Specialist
- Project Analyst/Coordinator
- Project Manager/Lead
- Project Management Advisor/Consultant/Specialist
- Research Analyst
- Strategic Advisor

New Vendors must provide detailed responses in two key areas to demonstrate qualifications
In addition to completing and signing the Form of Offer along with other mandatory requirements, new proponents must provide detailed responses to the following key criteria:
- Resources Plan: The resources plan consists of 10 questions about the vendor’s resource management processes and policies and is rated. To pass, vendors must score a minimum of 60%.
- Project Profile/References: For each role proposed, vendors must provide two project profiles. The project profiles must demonstrate that the project experience is related to the role proposed. Projects must have been completed between June 1, 2009 and the bid closing date.Note that the client reference contact must review and sign off on the completed forms for each project profile, and then return the forms to the vendor for inclusion in the proposal. Remember to allow enough time for this to happen. The project profiles are rated. To pass, vendors must score a minimum of 70%.
There is no financial component to the evaluation at this time. Financial proposals will form part of the response to Requests for Services (RFS) and be a factor in the evaluation of vendor responses. [N.B. Requests for Services are simplified Requests for Proposals that are used to solicit bids for specific opportunities under the VOR.] For the Management Consulting Services VOR, projects will be performed on a fixed-price basis.
