    [ARCHIVED] Primer: TSPS Task-Based Professional Services Request for Supply Arrangement, Due: May 28, 2013

    The Government has finally released the much overdue refresh for the Task and Solutions Professional Services (TSPS) Task-Based Supply Arrangement. This supply arrangement is used to procure professional services valued at $78,500 and above in the following streams:

    1. Human Resources Services Stream
    2. Business Consulting / Change Management Stream
    3. Project Management Services Stream
    4. Real Property Project Management Services Stream
    5. Technical, Engineering And Maintenance Services Stream

    It is an essential contract vehicle to hold if you provide professional services in the categories covered by the supply arrangement.

    Please see our TSPS Overview which provides a listing of all the streams and categories of personnel included in TSPS.

    To get onto TSPS you will need to download the bid from MERX and prepare a response that includes a hardcopy submission and data entry into the Centralized Professional Services System (CPSS). The solicitation closes March 28, 2013.

    The key mandatory criteria for Tier 1 of the Supply Arrangement include:

    • Must have been in business for a minimum of 3 years
    • Must provide a profile of a minimum of three projects for each steam proposed. Each project must meet the following requirements:
      • A minimum dollar value of $20,000
      • A minimum of 20 days of effort in a specific category in the stream
    • Must demonstrate experience in a minimum of two categories of personnel for each stream proposed

    Please note that there is also a Tier 2 within the Supply Arrangement which has more stringent criteria but gives vendors access to opportunities valued at $2,000,000 and above. In addition to the TSPS Supply Arrangement, there is a TSPS Standing Offer which requires that you meet all the criteria as described above, except you can demonstrate experience in as little as one category and still qualify.
