    [ARCHIVED] Expression of Interest: Temporary Help Services Advisory Committee(THSAC)

    Do you supply services to the Government of Canada through a Temporary Help Services (THS) Standing Offer or Supply Arrangement? You may be interested in serving as a member on the Temporary Help Services Advisory Committee (THSAC).

    THSAC was created by Public Works and Government Services Canada Acquisitions Branch (PWGSC AB) in 2006. The Committee provides a consultative forum focused on continually improving the methods of supply for the provision of THS to federal government departments in the National Capital Region (NCR). Through the Committee’s advice and recommendations, PWGSC AB hopes to better meet the needs and objectives of the Government of Canada.

    THSAC Terms of Reference

    The Terms of Reference document outlines the purpose, scope, and governing principles of the Committee, and provides direction for other aspects including Committee management, membership, and meetings. If you have comments regarding the content, format and/or organization of the Terms of Reference, you can direct them to the THS Authority for the NCR by e-mail at dgasat.acqbths@tpsgc-pwgsc.gc.ca with the subject heading “THSAC Terms of Reference”, on or before July 14, 2014.

    THSAC Membership

    Committee members are drawn from federal government departments and from suppliers and clients in the THS industry, as described in the Terms of Reference.

    The Committee Chairperson reviews membership requests and assigns membership taking into consideration, eligibility, committee size and the representation of necessary interests.

    When a large number of suppliers express an interest in participating on the Committee, preference in granting membership is given to an industry association over individual companies. An effort is made to ensure that supplier members provide representation over a cross-section of the five different THS requirement streams: (1) Office Support, (2) Administrative Services, (3) Operational Services, (4) Technical Services and (5) Professional Services.

    The Terms of Reference provide a list of current Committee members.

    Expression of Interest in Becoming a Member of THSAC

    If you are interested in participating on the Committee, send your request to the THS Authority for the NCR by e-mail at: dgasat.acqbths@tpsgc-pwgsc.gc.ca  with the subject heading “THSAC Membership Request” on or before July 14, 2014, and include a response (Yes or No) to each of following five questions:

    1. Are you able to comply with the responsibilities of “All Members” listed in the Terms of Reference for the THS Advisory Committee?
    2. Are you able to commit to attending committee meetings on aregular basis and to undertaking committee work that may arise?
    3. Do you have knowledge and capacity to participate effectively on behalf of your organization?
    4. Have you had experience with and do you have a comprehensive knowledge of the NCR THS tool?
    5. Has your organization had experience working with government and government clients?

    Any decisions affecting the THS Method of Supply will be communicated to all industry and/or clients through specific communications from the THS Standing Offer and/or Supply Arrangement Authority.
