    [ARCHIVED] TEMS/CPSA being migrated to TBIPS and TSPS

    The government is eliminating two major supply arrangements and migrating their categories into other existing vehicles.  The Technical, Engineering, and Maintenance Services Supply Arrangement (TEMS SA) and the Cyber Protection Supply Arrangement (CPSA) will be migrated to the TBIPS and TSPS Task-Based vehicles during the next refresh.

    The TEMS supply arrangement currently has the following streams:

    • Stream 1 – General Administration Services
    • Stream 2 – General Engineering and Related Services
    • Stream 3– Telecommunication Services
    • Stream 4 – Clothing/Textile Services
    • Stream 5 – Technical Support Services

    Stream 3 – Telecommunication Services will be migrated to TBIPS.  It appears that all the other streams will be migrated to TSPS.

    The CPSA Supply Arrangement will be migrated to TBIPS.

    One major benefit we anticipate from these changes is that the personnel categories for all the TEMS and CPSA streams should become part of ProServices Supply Arrangement from the start, and thus be accessible to a wider-range of vendors for projects under $78,500 (NAFTA threshold).

    TBIPS and TSPS Task-Based Standing Offers and Supply Arrangements will be posted for refresh Winter 2012-2013.  ProServices will be posted for the first time in the Spring.

    1. What happens to those who were on PSonline but not part of TEMS/CPSA, TBIPS or TSPS? Do they have to re- register and if so do they have to intregrated into TBIPS or TSPS and find a category that is related to the services one provides??

      • Hi Snookie,
        PS Online is being replaced by ProServices. Existing TBIPS and TSPS holders be “grandfathered” onto ProServices, but existing PS Online holders who are not on TBIPS or TSPS will need to apply to ProServices. This is if nothing changes between now and next Spring.

        Existing PS Online holders have some options. One, if they have the credentials they can submit a bid on TSPS or TBIPS this fall/winter and if successful will be awarded a TSPS/TBIPS agreement and be grandfathered to ProServices. Alternatively, they can wait for ProServices to be posted next Spring.
