    Following the renewal of the Task-Based Request for Standing Offers and Supply Arrangements, the Government of Canada has published the median rates established for TSPS Standing Offers by Region and Metropolitan Area, Category of Personnel, and Level of Expertise. The rates can be viewed online, or downloaded in Microsoft Excel or PDF format from TSPS SO Median Rates notice.

    The data in TSPS SO Median Rates is provided for information and reference purposes, to enable government, private sector, and non-government organizations to review the current median rates. The median rates apply to TSPS Task-Based Standing Offers only.

    How the Rates Were Established

    PWGSC conducted a financial evaluation against all technically responsive bids by comparing the relative cost of the per diem rates in each Region and Metropolitan area for each Category and Level of Expertise.

    A median rate was calculated based on the per diem rates submitted by all technically responsive bidders for that Region/Metropolitan area, Category, and Level of Expertise. Any technically responsive bid that proposed a per diem rate falling between the median minus 30% and the median plus 30% for a specific Category and Level of Expertise within a Region and Metropolitan Area was considered financially responsive and recommended for the issuance of a standing offer.

    Examples

    1. In the following set of numbers: 100, 150, 200, 400, 900, the median is 200 (=the middle number in an odd set). The median minus 30% is 140 and the median plus 30% is 260.
      In this example, 150 and 200 fall within the acceptable range and are deemed responsive.
    2. In the following set of numbers: 100, 150, 200, 300, 400, 900, the median is 250 (half way between the middle numbers in an even set). The median minus 30% is 175 and the median plus 30% is 325.
      In this example, 200 and 300 fall within the acceptable range and are deemed responsive.

    Government Users and TSPS Standing Offers

    For any TSPS transaction requiring the issuance of a call-up against the TSPS Standing Offer framework, government users must use the Centralized Professional Services System (ePortal) to obtain the applicable firm rates and must ensure the transaction is carried out in accordance with the TSPS call-up procedures.

    Suppliers and TSPS

    Interested suppliers are reminded that all active TSPS solicitations are on published on Buyandsell.gc.ca and identified as active for bid data entry in the CPSS Solicitation Dashboard Snapshot.

    For suppliers interested in becoming pre-qualified for the Supply Arrangement Tasks and/or Solutions portion of TSPS, PWGSC currently has an active quarterly refresh solicitation open to industry. The next submission deadline is September 30, 2014. The solicitation documents can be found at:

    The TSPS Standing Offer is slated to be renewed in late 2014 or early 2015, at which time new suppliers can submit an offer and existing suppliers will need to submit revised rates.
