    [ARCHIVED] Updates on ProServices, TBIPS, and TSPS Standing Offers and Supply Arrangements

    The year of renewals for the Government of Canada’s major professional services standing offers (SO) and supply arrangements (SA) continues on, with delays in the awarding of standing offers and supply arrangements in response to proposals submitted in the spring/early summer of 2013.

    While limited information has been available from PWGSC regarding the status of each solicitation, the following reflects The Proposal Centre’s current understanding for each:

    ProServices SA:  The ProServices team has provided the most definitive updates.  They anticipate that ProServices will be awarded in January 2014 and be operational by February 3, 2014. When ProServices goes live, PS Online will be decommissioned and will no longer be available as a method of supply.

    It is also worth noting that the ProServices team has indicated that bid evaluation, including reference checking, is still ongoing.

    Task-Based Informatics Professional Services (TBIPS) SO and SA:  The latest information available is that TBIPS will be awarded before the end of 2013. Bidders were asked to extend the validity period of their bids to January 20, 2014, which indicates a fairly firm deadline for the Government to award the SO and SA. It is also worth noting that ProServices allowed for grandfathering of TBIPS holders; and therefore the TBIPS SO and SA should be awarded before the ProServices evaluations can be completed.

    TSPS Task-Based SO and SA, TSPS Solutions-Based SA: The latest information available is that all the TSPS vehicles will be awarded before the end of 2013. This is supported by the fact that the current bid validity period ends on or around January 2, 2014.  Like TBIPS, ProServices allowed for grandfathering of TSPS holders, which suggests that the TSPS SO and SAs should be awarded before the ProServices evaluations can be completed.
