    [ARCHIVED] PWGSC considering a Two-Step Bid Evaluation Process

    In an effort to reduce the costs and impacts of failed procurements, the federal government is undertaking consultations on a two-step bid evaluation process which would provide a one-time opportunity for bidders to remedy certain areas of non-compliance in their bids.     There is a webinar on August 1, 2013 as well as an online questionnaire.  The following is a note from PWGSC with regards to the consultation along with instructions for participating:

     

    Hello-

    On behalf of the Office of Small and Medium Enterprises (OSME), I am pleased to invite you and your members to participate in an industry consultation on the Two Step Bid Evaluation Process.  I appreciate you sharing this information with your members.

    The Two Step Bid Evaluation Process is a new Public Works and Government Services Canada (PWGSC) approach to procurement currently being piloted, which would allow non-compliant bidders a second chance to demonstrate compliancy for mandatory criteria (on paper-based evaluation elements only). The Two Step Bid Evaluation Process should help limit the number of instances where there are no compliant bids and the need for re-tendering, which raises costs for both suppliers and the federal government.  Additional information on the new process is attached below.

    Our objectives for the industry consultation are as follows:

    •       To inform industry of the proposed Two Step Bid Evaluation Process and current pilot

    •       To advise industry of the proposed expansion of the process to upcoming procurements

    •       To seek feedback from industry on the new process

    Participants have the option to attend a webinar on August 1, 2013 and/or to submit their feedback via an online questionnaire.
