On November 19, 2013 the Ontario Ministry of Government Services held information sessions to inform vendors of the upcoming Vendor of Record (VOR) renewals. We have already covered some of the highlights of the session and MGS has published the presentation slides. An Article published in the Canadian Government Executive magazine and written by Procurement Ombudsman Frank Brunetta provides some solid guidance on how government buyers can execute a sole-source contract while remaining onside with government regulations and practices.
Vendors who are dealing with government employees anxious over using sole-sourcing, despite being a perfectly legitimate option, may want to share this article with them so they better understand the system.

The Learning Services Supply Arrangement has been in a perpetual refresh state since October 2012, meaning that suppliers have been able to submit a bid at any time during that period (evaluated quarterly) to become SA holders. The closing date for this refresh has been set as January 3, 2014 giving suppliers one more opportunity to become Supply Arrangement holders before the vehicle is renewed.
No date has been set for the renewal solicitation; however, the term of existing supply arrangements (as well as any new supply arrangements awarded to bidders as part of the current solicitation) have been extended to November 28, 2014, suggesting that the renewal process will completed late fall 2014. The Solutions-Based Informatics Professional Services (SBIPS) Supply Arrangement (SA) has been in a perpetual refresh state since March 2012 meaning that suppliers have been able to submit a bid at any time (evaluated quarterly) to become SA holders. The closing date for this refresh has been set as November 29, 2013. According to PWGSC the renewal SBIPS RFSA will be posted as soon as the refresh closes, i.e. “at the end of November 2013”.
